Next Generation Submarine Shipbuilding
Supply Chain Partnership
In August 2020, companies from the submarine shipbuilding supply chain sector, from the tri-state region of Connecticut, Massachusetts and Rhode Island, met virtually to launch the Submarine Shipbuilding Supply Chain Sector Partnership. The partnership has expanded to include new companies, including expansion to the entire New England region. The partnership is convened by the Southeastern New England Defense Industry Alliance (SENEDIA) and includes active participation from General Dynamics Electric Boat. At the partnership’s launch meeting, business leaders discussed the potential for the submarine shipbuilding sector in the region, identifying top opportunities or drivers of growth. They identified the following:
Steady growth of the submarine shipbuilding industry and continued demand for submarine shipbuilding workforce.
A 2-year contract by the Department of Defense for submarine shipbuilding workforce development to identify and address current and future workforce development needs, especially related to the skilled trades.
A unique environment for collaboration across a supply chain that spans a relatively small region and involves “generational work” that is more than any one company can handle.
Widespread changes in technology that call for a dramatic shift in advanced training for new and incumbent workers including greater focus on advanced machining, human-robot interaction, and technical reading and writing.
New technology applications including the automation and digitization of the administrative side of submarine shipbuilding businesses and the adoption and coordination of technology for supply chain management.
Priorities and Early Wins
The partnership’s activities and early wins have centered around two priorities: (1) Attracting New Talent and Improving Advanced Skills Training and (2) Promoting Supplier Development.
This website was launched as a central place for businesses to access resources targeted at building their workforce and growing their business. Working together, SENEDIA, partnership companies, and public support partners produced a compendium of Resources for Submarine Shipbuilding Supply Chain that is available here.
Attracting New Talent and Improving Advanced Skills Training
The partnership’s talent action team developed a shared talent repository of qualified job candidates that can be accessed by partnership companies for faster, higher skilled hires, which can be access here.
Promoting Supplier Development
The supplier development action team has focused on:
Developing a checklist for new suppliers that captures and documents the process and lessons learned of becoming a supplier to Electric Boat;
Creating a supplier database to share capabilities with Electric Boat and other customers. Find the database here.
Providing resources, information, and briefings on Cybersecurity Maturity Model Certification requirements.
